A former President of Bolivia, General Juan Pereda Asbun, was detained by police in Santa Cruz, Bolivia after allegedly harassing minors while under the influence of marijuana, and has been ordered to rehab. According to the local prosecutor, Pereda was hassling young minors while “under the influence of the drug.”

 

The former President denies the accusations, and they seem the unlikely actions of a 79-year old man high on marijuana. Of course there is the possibility of the cannabis being laced; there is also the possibility that he is just a dirty old man who happened to smoke some weed that day. But marijuana in itself tends to retard aggressiveness in those under its influence. Cannabis users are less likely to act out than their “straight” counterparts.

 

Either way it’s an interesting story about a man who tasted the top spot in his home country – albeit briefly – in 1978. I see an appearance on VH1′s “Celebrity Rehab” in his future.
